Joe Blair was a private detective. When a defense manufacturer hired him to investigate the inexplicable defections of his workers, he used it as an opportunity to test his new invention, super-speed wheels, eventually becoming the crime-fighter Zippo. He discovered that the villain known as the Pirate was behind the labor drama, and successfully stopped the Pirate’s nefarious plans. Zippo was a moderately skilled detective. He had low-level super-speed thanks to his costume’s wheeled feet, made of carborundum steel, which allowed him to also use them as cutting tools. The wheels were powered by compressed air and controlled using his belt. Zippo could travel up to 65 mph, and hit 85 mph while on train rails.
