When a mysterious group of planes drops flares, the Owl and Miss Owl investigate in the Owl Plane. One of the mystery planes opens fire on the Owl Plane. The Owls engage in an epic aerial duel, shooting down one of the enemy. Later, skull-masked henchmen employed by The Spectre search the city in a gyro-plane. They spot Belle Wayne dressed as Miss Owl drowsing on Nick Terry’s penthouse veranda. Mistaking her for The Owl, they kidnap her. She is taken to a submarine where The Spectre unmasks her, still under the misconception she is The Owl. Belle plays along to gain The Spectre’s confidence. Meanwhile, the Owl tracks Belle to the Spectre’s phony flying school. He goes undercover as Nick Terry, but is captured and taken to the Spectre. Next, Belle arranges an alliance by pretending to give Nick Terry a chemical injection to make him forget what he’d seen. The Spectre believes the ruse, permitting the purportedly-brainwashed Terry to leave. The Spectre’s confidence in Belle as The Owl is ensured. The Spectre places Belle under the care of S-22, a female assistant. The Spectre orders S-22 to share her quarters with Belle. When S-22 pretends to fall asleep, Belle sneaks out to see if she can unmask the Spectre. S-22 calls ahead, and the Spectre catches Belle. He takes off his hood, revealing he has a horrid, burnt-black, and jaw-less visage. He tells her he was hit by an American shell in the Great War (WWI) at the battle of St. Mihiel. He has spent 20 years plotting his revenge on America. The Owl returns, wipes out the henchmen, rescues Miss Owl, destroys the headquarters, and trusses up the Spectre as a present for the police.
