In Spring of 1941, “a nameless thing of evil”, sitting on a throne of skulls above the world, looks down at the wars breaking out and schemes on how to make it worse, deciding “to take a human form, to join all evil men together in a great dictatorship, with himself as Director…” He becomes Adolf Hitler. During a radio broadcast of one of his speeches, “the Champion of Freedom” Mr. Justice decides to intervene. The ectoplasmic hero travels to the “Vabarian Alps”, breaking into a Nazi meeting and fighting the Dictator, who reveals his immunity to physical assault and his demonic countenance. Mr. Justice leaves to rescue Pat Clark, the kidnapped daughter of the Mayor aboard a U-Boat. They battle across 5 subsequent stories.
