Willie the Mop and his gang steal a supply truck and break out of a U.S. Midwest prison. They head for the J.S. Diller Dam, intending to blow it up. Willie the Mop’s accomplices are Bummy, Slim, and Snifty, although “Snifty volunteered to stay behind and start the riot!” Johnny Earthquake, Rusty Ringle, and Sally Raft are all on a train to the Diller Dam. By placing a cow on the tracks, the gang causes the train to stop. Slim and Bummy board the train in secret. As the train continues on, the two escapees notice Johnny and Rusty are watching them. They climb out of the train car, heading for the engine. Johnny and Rusty try to follow, but Bummy hits Johnny with the butt of his revolver and slows them down. When the criminals get to the engine room, Slim shoots the engineer and his assistant, and Bummy takes control of the engine. Johnny and Rusty follow them, Rusty using his whistling yo-yo to distract the thugs while Johnny climbs along the side of the car. Bummy switches the track onto one with an onrushing train, with the plan to dive into the river before the engines crash into one another and then swim to the other shore where Mop is waiting for them. Johnny and Rusty try to stop Bummy and Slim but are struck unconscious. Slim and Bummy leap into the river. Rusty and Tommy come to in time to stop the train. Rusty goes to stop the oncoming train while Tommy jumps into the river to pursue the escaped convicts. On the other side, Mop picks up Slim and Bummy, while Tommy is unexpectedly tackled by Sally Raft. Sally apologizes, but promises to explain later, saying they need to follow the gangsters. While she and Tommy are waiting for a police car to show up, she reveals that she’s working undercover. The police pursue the stolen supply truck. Mop throws out dynamite as they cross over a bridge, blowing it up and causing the police car to crash. The Mop and his gang set up explosives. Johnny Earthquake arrives, taking on the whole gang. The saboteurs run away as Johnny throws the explosives a distance away, saving the dam. He sees another explosion in the distance, wondering what it was. The police arrest the gang. Sally explains to Johnny that only a minor portion of the dam was damaged in the last explosion.
