Voodoo Queen

The Voodoo Queen, Xaxol, and an unnamed voodoo priest comprised an “Unholy Three”, using voodoo idols to terrify Empire City inhabitants. The Voodoo Queen had Xaxol plant clues to draw Manhunter to them, to destroy the hero. When Manhunter didn’t immediately show, the angry Voodoo Queen whipped the not-very bright Xaxol, who fought back, using the morning star that replaced his right hand to crush her skull. Xaxol also went after the evil priest, but was interrupted by Manhunter. The two fought. Xaxol was last seen buried under the burning rubble of collapsing building.
