Toad, referred to as Weston by his men, was a Nazi agent who created two machines. The first emitted sonic waves, and the second converted sound waves into electric blasts powerful enough to kill. Using his dastardly machines, the Toad forced Congress to sign a peace treaty with the Axis powers. However, Lash Lightning foiled his plans by convincing Americans to be silent, giving the Toad’s machines no sound waves to manipulate. Lightning destroyed the monster’s machines and turned him in to the authorities. The Toad could leap like a frog.
