Reporter “Happy” Terrill’s Editor orders him to look into the mysterious sinking of three ships. Terrill suspects the Dock Commissioner Jennings of sabotage. Meanwhile, out of the shadows, down at the docks, Stradivous plays his “shrill, weird notes of music” on a clarinet, testing his power to bend anyone to his will on the sleeping derelicts, who experience extreme emotions. “My destiny is clear! The ships will continue to sink!” Jennings visits Stradivous, tasking him with a new ship filled with a gold shipment. The two travel to a long deserted Long Island lighthouse equipped with a radio antenna that Stradivous plays through to hypnotize the ship captain and crew. The Ray intercepts the signal. When he returns to the grounds of the lighthouse to investigate as Terrill, Jennings takes him hostage. Stradivous attempts to hypnotize Terrill, but the lighthouse searchlight transforms Terrill into The Ray, who mops the floor with the villains.
