Snowbird was a short German spy and cocaine addict who became prison cellmates with the Strangler. During WWII, they both escaped a U.S. jail and took over the NYC Crime Syndicate briefly. The Shield and Dusty the Boy Detective were able to apprehend Snowbird (he was sent back to prison), but the Strangler did escape their grasp.
