Rusty was sidekick to Flag-Man/Flagman, a.k.a. Captain (later Major) Hornet. They fought the enemies who could not be dealt with by military regulations or the law, and were active both on the home front as well as in the South Pacific, against the Japanese. While he had no powers, like his mentor Rusty was an agile and skilled fighter.
