The Revenge Syndicate was a group of Bulletman’s greatest foes: the Black Rat, the Murder Prophet, and the Weeper. The villains united to eliminate their common nemesis who stood in the way of their crime sprees. However, they all want to be in charge, so they roll dice to decide who will lead each job. Murder Prophet wins the first role and they attempt to rob an art museum, but fail thanks to Bulletman and Bulletgirl. Weeper wins the second role and leads the group to attempt to steal from a charity event. That also fails, and the group ends up driving off a cliff and into water. Black Rat saves his comrades and decides they need to destroy Bulletman. Black Rat organizes goons for their next plan, setting up a decoy so that the Revenge Syndicate can riddle Bulletman with bullets. The hero is too smart, setting up his own dummy to take the shooting and allow him and Bulletgirl to surprise the crooks. During their fight a fire breaks out, engulfing their hideout and preventing Bulletman and Bulletgirl from saving the Revenge Syndicate from the flames.
