The Pirate was a brutal labor racketeer, hired to lure workers from the Du Port Munitions Plant to go to work for the competing Pittsfield Machine Works, who agreed to pay him a for a 10% fee for each new worker. Du Port Munitions hire detective Joe Blair, secretly motorized super hero Zippo, to discover why their employees are leaving. When some of the Pirate’s men object to his labor thefts, because he’s hampering America’s war efforts, he viciously slays them with his saber. Zippo is briefly captured by the Pirate, but escapes and foils the villain’s plans to explode Du Port Munitions.
