A man dressed as a pale white fish-like monster kidnaps several teenage girls at a camp. While the Flame is busy with another case, Pug and Linda Dale try to stop a second kidnapping but fail. George Benson, a banker, tries to buy the camp from the owner Mr. Tracy. The two have a long acrimonious history involving a love triangle with a Sally Crane, who not only died but who was also the mother of one of the kidnapped girls. Benson is revealed to be the kidnapper wearing the “death mask” and is ultimately stopped by the Flame.
