When the Wizard realized the seriousness of a terrorist threat from the Mosconians, he contacted the F.B.I., who in turn contacted the Shield. The spies planned several sabotage plots against the U.S. Government, one in Pearl Harbor, another at West Point, and even an attempt of blowing up the Hoover Dam and the Golden Gate Bridge. The Mosconian’s were also briefly successful in capturing the Shield. When the Wizard had a “vision” to head north to Canada, he found the Mosconian’s headquarters and confronted the “Master Mind” behind the attacks. Once unmasked, it was revealed that it was the Mosconian’s National Ambassador to the United States who was waging war against America. The Mosconians hold the distinction of being comic’s first villains to appear in a superhero crossover. While the Sub-Mariner met the Human Torch in Marvel Mystery Comics #8, MLJ’s team up of the Wizard and the Shield in Pep Comics #4 came out the month prior.
