Belle Wayne worked for the New York Morning Eagle as an ace reporter. She was also the fiancée of Nick Terry, the Owl. She not only knew his true identity, but would also don a costume and regularly act as a sidekick. She had no super powers but used the Owl’s gadgets and was a good fighter. The only time she had a codename in a public domain story was in Crackajack Funnies #36, when she was called “Miss Owl” on page 6.
