Bogardus, a “Federal Representative”, concocts a potion, made in part from fluid used in the plaster cast heads of Medusa, that turns his victims to stone. He goes around in a blue hat and a cape with a severed head in his hand, killing “workers for democracy” by emitting the potion through the head’s mouth, “the terrible gaze of Medusa.” Yankee Doodle Jones and Dandy finally track him down to the villain’s waiting submarine, where he commits suicide by swallowing the potion instead of letting himself be arrested.
