A wealthy man, Mr. Voss tried to run for office as a judge, but a psychiatric report declared him mentally unstable and his political party refused to endorse him. In retaliation, he took on the mantle of Judge Lynch and set out to bring all those he felt wronged him to his own court, where they were sentenced to death without trial. He faced Bulletman and Bulletgirl, accidentally hanging himself in the altercation. Judge Lynch had no powers. He did create his own electric chair and could fly a plane.
