Fritz Martin was a blackmailer called the Cougar. He was blackmailing an old man, an ex-con in his youth. The old man left money for the Cougar to pick up. One of the old man’s twin sons, Tom, spied on the drop, discovering the Cougar’s true identity. Tom called Mr. Risk for help. The Cougar, dressed in a black cat costume, invaded the home, killed Tom and tried to kill Tim when Mr. Risk arrived. As the ambulance was leaving with Tim, the Cougar struck, entering the ambulance to finish Tim off. He removed the sheet to find Mr. Risk. The two fought until Mr. Risk threw Cougar off the front of the ambulance, and Cougar is run over by the ambulance and killed. The Cougar’s claws were coated with lethal poison. He could remove the claws and throw them at his victims like darts, and use them to pick locks.
