Professor De Groot was a colleague of Professor Masters, aka The American Crusader. De Groot was hypnotized by the Nazi mastermind known as Mr. Eyes into sabotaging new American technologies being developed at the university. In order to keep his identity secret, De Groot wore a mask and shoulder pads and became the fearsome Black Vulture. The Black Vulture was not physically powerful, but usually carried a gun, which he was more than happy to use. He was also highly intelligent and willing to die for the Nazi cause.
