The “Big Shot” was a mob boss planning to take control of the city. After kidnapping the district attorney’s daughter in an attempt to get him to drop an investigation into their criminal activities he is thwarted by The Clock. He is unmasked and revealed to be the city’s own Mayor Kozer.
