Barry Moore was an American actor who took a job as a lab technician at the Center City Police Department to help his father, a police captain. When the city police failed to arrest “Bugs” Marlone, a local mobster, Moore took justice into his own hands. Following up on a Yellow Peril villain he had played, he disguised himself as “Wen Au Chung,” a Chinese importer. Moore used the money he earned as an actor to buy himself a building in Chinatown, and converted most of it into a secret lab. He managed to trap Marlone, discovering the identity of Marlone’s inside source within the police. Moore then manipulated the criminals into killing each other. Moore stamped the corpses with a scarlet seal, and the papers dubbed him accordingly. From that point on, Barry continued to fight crime as the Scarlet Seal.
