District Attorney Bill Perkins thought the law was not strong enough and decided to don a costume so that he could apprehend the criminals who escaped justice as Mouthpiece. He was prepared to kill criminals when he needed to, once even throwing a harpoon into the back of a fleeing opponent. He had no super powers but was an excellent marksman and fighter. He fought villains such as Peg-Leg Friel.
