Chief newscaster for the Monopoly Broadcasting Company, Spriggins, a budding fascist, donned a costume, amassed an organization of criminals and foreign agents, and began committing acts of terrorism, bragging about his exploits by cutting into radio broadcasts. Opposed by Captain Marvel, Spriggins grabbed a gun and tried to shoot a general. Captain Marvel blocked the bullet, which ricocheted back into Spriggins, killing him. He would kill any henchmen he felt had served their usefulness, and had a variety of naval vessels. He wore super-strong “Z-metal” armor and was shown speaking (and thus, must have been able to breathe somehow) underwater.
