Dr. Bertoff was the preeminent scientist of the city of Deltos. When Fred Parish crashed his plane near the city, Bertoff brought him to his lab and saved his life using radium deposits which gave Parish new powers, harnessing the lightning that was still active in his body, turning him into the hero Blue Bolt. Bertoff then asked Blue Bolt to help stop the invasion of the forces of the Green Sorceress and her allies.
