The Chief was behind a series of jailbreaks that were occurring throughout the U.S. in the early 40s. In each case, he would help a wealthy person escape. Steel Sterling pretended to kidnap his girlfriend Dora, and was promptly sent to the penitentiary himself. While there, he heard inside information about the jailbreaks. When the inmates helped in his escape, he and his friend, Inferno, took down the Chief, who was then led to jail.
