Loomis was once the Warden of “El Catraz” Penitentiary. However, he was apparently a Nazi fifth columnist, and arranged for some of the worst criminals in the country to escape, on the condition that they join his Death Battalion. This team of super criminals was dedicated to the destruction of the United States. The Brain assigned each member of the Death Battalion a prominent American to assassinate, and the members seemed to respect his leadership. However, The Brain and most of the other members of the Death Battalion were eventually rounded up by Mr. Scarlet and his sidekick, Pinky. In addition to The Brain, the team included the Horned Hood, the Black Thorn, the Black Clown, the Laughing Skull, Dr. Death, and the Ghost.
